- Tanzania ranked 144 among 190 countries in the “Doing Business” report of 2020
- The share of agriculture investments registered by TIC, local and foreign in terms of number and value was only 9%

- The 2017 Blueprint on Regulatory Reforms identified 22 regulatory challenges in the agriculture and livestock sector
- Over-regulations – 200 regulators in all sectors, 50 regulators in the agricultural sector
- There are duplications and conflicting in mandates among regulators
- Operational inefficiencies (e.g. time taken to issue a particular permit/license) and ad hoc procedures (e.g.
multiple and duplicating inspections, etc.) - Unreasonable levels of various regulatory fees and charges
- Unequal application of laws and regulations e.g. different pathway of access to farmland
