Mr. Mibavu is the Assistant Director of Policy, Planning, and Budgeting at the Ministry of Agriculture. Mr. Mibavu has over 20 years of experience in agricultural sector coordination and strategic planning.  He graduated from Sokoine University of Agriculture in 1994 with a B.Sc in Agriculture, where he majored in Agricultural Economics. He later pursued his Masters of International Trade at the University of Dar es Salaam.

He has authored various trade papers including; The Impact of Trade Liberalization on Non-Traditional Agricultural Exports in Tanzania Mainland: A Case of Flower Sub-Sector,  An analysis of Cassava Production in Tanzania: Opportunities and Challenges Facing the Sub-sector and The Rationale of Mainstreaming Gender into National Planning Processes: A Case of Gender Budgeting Initiatives in Tanzania.
